Dear Kitson,

I believe that Miss Ruston sent Scott last May a copy of the Secretary of State's despatch to Hong Kong No.8 of the 6th May about closer liaison between the Government of Hong Kong and our Embassy in China. Scott wrote to Miss Ruston earlier on this subject on the 17th April under Foreign Office reference F.5775/113/G. We have now received the Governor's reply. I enclose a copy of it.

2. Sir Mark Young's first recommendation, summarised in sub-paragraph (a) of paragraph 11 of

is despatch is that the Secretary of State for Foreign Affairs be asked if arrangements may be made for the secondment to the Hong Kong Goverment, for a period of three years, of an officer of the Foreign Service, with experience of China, to serve in the Government of Hong Kong as a Political Adviser on all questions relating to Chinese affairs external to the Colony. This recommendation seems to us to represent the only way of achieving that closer liaison which I think everyone arees is very desirable, and we strongly support it. It', as we Hose, it also finds favour in the Foreign Office, we also hope that we may look forward to the selection

f a Foreign Service officer for the job at an early date.
